The Minister of Education and Training has given the go-ahead for a controversial new policy that will allow pupils to bring in cameras and video-capable electronic devices into exam rooms in a bid to stamp out exam fraud. It also called for a recheck of high school graduation exam results in provinces with noticeably high pass rates.

Pham Vu Luan, the Minister of Education and Training confirmed the decision at an online forum on preventing exam cheating on July 8.
He also said the exams should not be abolished but reformed. "The exams are intended to judge a pupil’s academic ability and push them to be more responsible for family and society. We should reform it, so it’s less stressful and not so costly for students." he said.
In a completely bizarre move, the ministry has decided to allow students to bring video and photographic recording devices into examination rooms, a decision Luan claimed would help prevent exam cheating.
A video clip revealing blatant cheating at Doi Ngo High School in Bac Giang Province in which the exam invigilator provided the answers to pupils has received a mixed reaction, as the mobile phone used to record the cheating should not have been allowed in the examination.
Luan said the new rule would let students bring in recording equipment that couldn’t display information or transmit it outside. The rule aimed to encourage students to expose corrupt practices inside examination rooms.
"We discussed and concluded that only allowing one or two types of devices in would only be inconvenient for students because there are many kinds of electronic gadgets available. We might encounter trouble in management activities but it will be a huge step to prevent wrongdoings during exams." Luan said.
Answering the question about pressures on invigilators, Luan said, "The exam invigilators will have to do their job properly as their actions can be recorded at any time. However I believe that many teachers will agree with this decision."Tourist Vietnam
