I've completed a few successful rescue missions, and each time I do so the rescue-ee....rescueeeeeeee....ahem....the rescued always send me a little extra cargo. Is this "rescue tipping" considered good manners? Because if so, I owe a couple of folks a little cargo...

I've noticed this too, but it would seem that it is a very small minority of all the players who send cargo as thanks for rescues. When I get rescued, I usually send them a thank you message, as I feel that that is much more personal than a few thousand cargo. (not that I'm needing rescues much more after my recent engine pump)
