I've attacked enough people where this is the case that it seems to stretch probability just a bit.

I for sure don't have one. I do have Graviton Beam (sweet ) but no PE. Since I went notorious this month, I have set my 4 installation settings as one for high weapon, one for defense, one for engine, one for research. It seems to work.
