So I'm just starting out. I've looked over the new player advice a few times that they hand to all new players. What should I be aiming for? What gets me to higher levels in this game? Bigger ships, better weapons, buying stocks, points?

the only way to get to a higher lvl is gaining xp which is ussually by killing people(either NPCs on belt runs or other pirates in the search mode)
but the problem with advancing quickly in lvls is that other players will then have higher stats as most stats have no connection to ones lvl(expect energy, research, fuel, and hull point) so to have a "stronger" ship the most important thing you can do is RESEARCH. the higher your base stats are the better stronger weapons, engines, etc. affect what ship you have, a LASER BEAM on someone with base weapons stat of 1000 is stronger than a PULSAR BEAM with someone of base weapon stats of 500. A bigger ship does not mean you have higher stats either, but the bigger the ship the more item you can equip so the higher the modifacations will be.
When you research it is best to do so once your energy and you research is full, but at the higher lvls when you "stat grind" you'll be researching 2 or 3 times once your energy is full.
It is generally accepted that the best way to gage your research is by going off the mining chart whatever lvl you're at you should have the stats the compare to the highest mining job for that lvl

So I should focus more on my stats and my ship more than on my level. I should research like mad.
If I have the money to buy a bigger ship, should I do that or should I save up for certain ships?

yes and no with higher levels you get more energy annd more research which then allows you even higher stat values so ...

it's kinda common around the game to only buy a new ship it gets you another item slot ( ie the sloop mk1&2 have one slot while the mk 3 has 2 so you would skip the mk2 and buy save up for a mk3 ) and I think i skipped almost all of either the frigate or the cruiser going from the mk1 of whichever it was to the mk1 of the next ship class( i had a good haul on the stock market for a few weeks )
...side note... speaking of stocks it's one of the easiest ways to make money in the game ( next to debris searches and playing the slot machines ) but make sure you DO NOT use the now illegal "crayo stock tool" only use the stockmonkey that is found in the game forums for firefox

I also want to emphasize research and items. I have a Frigate MK5 and my Weapons are almost 1,000 Modded 310~ unmodded

ideally you probably want about stats that are 500 across the baord at lvl 20 ( those are the stats to do the 'Fresh Nickel/Iron Asteroid Binary Pair' mining which earns you 350/hr ) but 310 is very resepctable, keep it up. If you can find some research gear and that will help boost your research. the more energy you can use the higher the number goes up with each research
in my research setup i use 8 +1 energy units and one +1 research and i ussually get about 7-13 points of improvement and if I'm using points and AI cycles i get 2 chances to research out of a full meter of research stat ( I put on the research gear and wait till I have full energy and near full research click what ever i'm researching - refill energy with points re-research then refil research with an AI Cycles then refil energy with points - rinse and repeat.)
My current stats are about 3750 across the board as I'm trying to get 5k before I reach lvl 40
